Yes, Looks like a Mole snake, that snake would require a permit for you to keep in Johannesburg, and if it's a wild caught you won't be able to get a permit for it.
I use peat moss for all my snakes, It's R9 a block, you get a lot out of one brick. It's super absorbent, easy to clean and readily available at most nurseries. The're quite a few places in Benoni that sell it aswell.

Thing is, I noticed the mites don't really come from substrates as much, but rather from the feeder insects which is unavoidable. I breed my own feeder roaches now and it works out much better this way if you have complete controll over everything. Sorry to hear about your scorp though, we all learn...
