Echis have a HUGE variation in venom toxicity to humans. In some places in India some Echis bites rarely even require hospitalization and just cause swelling kind of like an eyelash viper bite...in other places in India they cause severe blood incoaguability like a boomslang...I would guess that the same would be said for the African Echis...Some types from certain areas aren't life threatening...others are very dangerous.
I would go to the hospital if I was him.. like you said in your first post echis venom is slow acting..You can be fine and then develop severe/life threatening problems the next day
