First thing that popped into my mind is some sort of Siren, but they're not reptiles.

Does it have legs?

Yes it does have legs, but they resemble the limbs of something more aquatic

It only has forelimbs, no back legs.

Weird, the only reptile I can think of with only front legs is Bipes biporus, but I see no reference to marine animals in the common or scientific name. Maybe I am just being daft.

I thought I might stump you guys. It is a recently discovered species from madagascar(couple years back) apparently described from 2 specimens. It is a MERMAID skink - Sirenoscincus MOBYDICK. See the 2 fictional marine creatures capitals.
